MINUTES
June 8, 2015
60 Old Farms Road – Senior Center
Willington, CT

PRESENT – Chairman Robert Campbell, Vice Chairman Wilbur Gangaway, Treasurer Claudia D'Agata, Member Laurel Millix, and Housing Consultant David Berto.

1.  Call to Order – The meeting was called to order at 6:02 p.m.

2.  Present to speak – No member of the public present to speak.

3. Old Business – Button Hill senior housing project.

D. Berto reported that the question of how much funding the Department of Housing is going to provide, when and under what conditions, has not been resolved.  To get answers to these questions, R. Campbell scheduled a meeting with DOH for June 9.

C. D'Agata asked if the DOH is required to grant the loan.  R. Campbell said yes, because they approved it.   D'Agata asked if the funding request has gone to the Bond Commission yet.  D. Berto said that's one of the unanswered questions.   R. Campbell said the main question is, when is the DOH going to release the funds so that the WHA can get to closing.

R. Campbell presented updated plans from the architect showing the solar panels, the revised electrical and heating design integrating the use of photovoltaics, the location of condenser units, and other updates.  Some solar panels will be ground-mounted.

R. Campbell said the buildings haven't changed.

There was some discussion about how the bathrooms will be heated.  

R. Campbell also pointed out the location of fire alarms and smoke detectors, as well as the hot water heaters, intakes and exhaust, the lighting for the units' exterior and interior lights and outlets, meter socket information, electric panels and other details of the project's mechanicals.  

There was discussion about scheduling a meeting with the seniors once the project goes to closing, to answer any questions.

D. Berto said the plans are being reviewed by the town building official and the fire marshal.

R. Campbell said the zoning fees were paid by D. Berto's office.

R. Campbell said he will update WHA members after his meeting Tuesday with the DOH.

D. Berto left the meeting.

R. Campbell reported that Ladd Construction has completed their work, but E. Peterson emailed him that a couple of grades (gravel) are a little low, possibly due to the weight of construction vehicles, so he's asked Zlotnick Construction to submit a price for raising the grades when they do their work. W. Gangaway asked about a pile of soil on the site; R. Campbell said it's topsoil that will be screened.

C. D'Agata said she's been asked if the contractor was putting in a road; R. Campbell said they only roughed in the road because there are pipes that have to be installed underground, as well as foundation holes and other work.

C. D'Agata asked about paying the bill for Directors and Officers Insurance.  R. Campbell said the bill is submitted in July and money will be put into the account to pay for it. He said the WHA requested funds for D&O insurance and secretarial fees for one more year, and that money is coming in July.  

4. New Business –  None.

5. Correspondence – None.

6. Approval of Minutes – C. D'Agata moved to approve the May 11, 2015 minutes, the motion was seconded by L. Millix. Motion passed unanimously.

7. Treasurer's Report –  C. D'Agata submitted the report..

8. Adjourn – The meeting adjourned at 6:37 p.m.
